Abstract
Para aportar soluciones al déficit democrático y transitar hacia
una democracia más participativa se evalúa el Presupuesto participativo
electrónico. Inicialmente se valoran las ventajas de este instrumento sobre
otros medios de participación desde las siguientes variables: la calidad de
iniciativas ciudadanas, la monitorización y la transparencia en la rendición
de cuentas. Después se comparan las prácticas presenciales y las electrónicas
en cada etapa del proceso; los casos exitosos permiten evidenciar
los beneficios particulares y específicos. Se revisa el papel democratizador
de cada medio digital. Finalmente se discuten las alternativas para superar
algunos riesgos.
In order to provide solutions to the democratic deficit and move towards a more participatory democracy, the electronic participatory Budgeting is evaluated. Initially, the advantages of this instrument are valued over other ways of participation from the following variables: the quality of citizens’ initiatives, monitoring and accountability. Afterwards face-to-face and electronic practices are compared at each stage of the process; successful cases allow demonstrating the particular and specific benefits. The democratizing role of each digital medium is reviewed. Finally we discuss alternatives to overcome some risks.
