Abstract
El objetivo de esta investigación es caracterizar
desde la mirada de las comunidades
la gestión de la política de promoción de la
producción de bienes y servicios de la parroquia
Juana de Ávila en Maracaibo, Venezuela.
La metodología es explicativa y consistió
en realizar entrevistas semi-estructuradas a
informantes de la parroquia y en la revisión
de fuentes secundarias. Los resultados dan
cuenta de: 1) Baja promoción de la política 2)
Obstáculos burocráticos para el financiamiento
de proyectos productivos 3) Otorgamiento
de créditos con fines electorales 4) Debilidades
en la capacitación y asistencia técnica, 5)
Débiles controles institucionales y comunitarios
6) Escaso financiamiento para la actividad
productiva y 7) Experiencia de proyecto productivo
sin beneficio para la comunidad. Se
concluye que los resultados se convierten en
obstáculos para avanzar en una gestión productiva
y participativa en la parroquia.
The objective of this research is to characterize from the communities perspective regarding the management of the promotion policy for the production of goods and services of the Parish of Juana de Ávila in Maracaibo, Venezuela. The methodology is explanatory and consisted of conducting semi-structured interviews with informants from the parish and reviewing secondary sources. The results show: 1) Low promotion of the policies 2) Bureaucratic obstacles for the financing of productive projects 3) Granting of credits for electoral purposes 4) Weaknesses in training and technical assistance, 5) Weak institutional and community controls 6) Scarce financing for productive activity and 7) Experience of productive projects without benefit to the community. It is concluded that the results become obstacles to advance in a productive and participative management in the parish.
