Abstract
Desde un enfoque normativo e interdisciplinario se realiza una crítica
a la democracia liberal-representativa a partir del modelo principal-agente, lo
cual supone identificar un conflicto de interés político que vicia el gobierno
representativo. Se muestra, a continuación, cómo ese conflicto, en distintas
versiones, aparece en teorías de la ciencia política, la administración pública
y el derecho, y que su resolución reiteradamente implica cierta separación de
poderes. Con base en este análisis, se propone un nuevo fundamento para la
democracia, consistente en la propiedad popular directa del sistema político,
que puede institucionalizarse en un Poder Ciudadano
From a normative and interdisciplinary approach, a critique of liberalrepresentative democracy is made based on the principal-agent model, which entails identifying a conflict of political interest that vitiates representative government. It is then shown how this conflict, in different versions, appears in theories of political science, public administration and law, and that its resolution repeatedly implies a certain separation of powers. Based on this analysis, a new foundation for democracy is proposed, consisting of direct popular ownership of the political system, which can be institutionalized in a Citizens’ Power
