La Unión Europea, America Latina y el Caribe frente a unas nuevas negociaciones comerciales en la OMC

Abstract

Las relaciones bilaterales institucionales entre la UE y América Latina se están intensificando, y al mismo tiempo se consolidan los procesos multilaterales de la OMC en los que también se manifiestan intereses europeos y latinoamericanos. El artículo analiza las causas del fracaso de la Conferencia Ministerial de la OMC en Seattle, y las actuaciones posteriores de la OMC. En este contexto se enmarca el análisis de los distintos temas objetos de negociación y de la posición de la UE y América Latina y el Caribe al respecto, estableciendo los principales puntos de coincidencia y de discrepancia entre ambos grupos de países, así como los posibles escenarios de colaboración de cara a una nueva ronda de negociaciones de la OMC. ___________________________________Bilateral institutional relations between the EU and Latin America are increasing, while at the same time there has been a great development of multilateral negotiations with both areas as directly interested parties. The paper analyses the reasons for failure al Seattle of the Ministeral Conference of the WTO. In this frame work are studied the different themes that are to be included in the multilateral negotiations, and in each case the position of the EU and Latin America are described; coincidences and discrepancies between the two groups of countries are identified and further considerations are made as to possible scenarios of cooperation between the two areas in future WTO negotiations.
