Seguridad interna y contrainsurgencias en Colombia, Perú y El Salvador

Abstract

¿Por qué en contextos similares de guerra civil la respuesta contrainsurgente a la presencia guerrillera generó diferentes grupos contrainsurgentes? El objetivo es explicar cómo la combinación tipo de régimen político y sector social rural, arrojó diferentes tipos de grupos contrainsurgentes. La metodología usada es la de los casos más similares, para probar la relación entre variables y el mecanismo causal, se recogieron datos y evidencia de literatura secundaria, bases de datos y trabajo de campo, datos verificados mediante el método de triangulación. Se concluye que las configuraciones políticas y sociales forjaron ciertos tipos de regímenes políticos y el fortalecimiento o desaparición de determinados sectores sociales rurales, que cuando escaló la guerra civil, encararon el desafío revolucionario de forma diferente.

Why in similar contexts of civil war, did the counterinsurgency response to guerrillas generate different counterinsurgency groups? The objective is to explain how the combination of the type of political regime and the rural social sector gave rise to different types of counterinsurgency groups. The methodology used is that of two more similar cases to test the relationship between variables and the causal mechanism. Data and evidence were gathered from secondary literature, databases and field work, and data verified through triangulation. The conclusion is that the political and social structures forged certain types of political regimes and the strengthening or disappearance of certain rural social sectors, which, upon the escalation of the civil war, faced the revolutionary challenge in different ways.
