AB Las Universidades públicas impulsadas por ofrecer mayores cotas de calidad en los servicios queprestan ala sociedad, han tomado conciencia de la necesidad de ir gestando y afianzando una «culturade la calidad» que impregne a toda la comunidad universitaria. La evaluación debe formar partede las actividades y desarrollo de una organización o institución pública, ya que debe orientar suplanificación. En definitiva se evalúa para conocer y tomar decisiones respecto a las innovacionesy cambios proyectados, ya que la evaluación es el paso previo a la elaboración de un buen plan demejora.__________________________________The public Universities impelled to offer greater levels of quality in the services that lend the society,have become aware from the necessity to be developing and strengthening a "culture of the quality"that impregnates all the university community. The evaluation must form part of the activities anddevelopment of an organization or public institution, since it must orient his planning. It is reallyevaluated to know and to make decisions with respect to the projected innovations and changes, sincethe evaluation is the previous step to the elaboration of a good plan of improvement.
