T1 Basic Social-Services Aid Distribution : is It reaching the most needy?
T1 Distribución de la AOD en servicios sociales básicos :¿se dirige a los más necesitados?

AB The final objective of the eradication of poverty as pursued by MillenniumDevelopment Goals is to inexorably cover those Basic Social Needs in lessdeveloped countries. This article analyses whether Official Development Aidfor basic social services is targeted at those who most need it, through the useof aid concentration curves and the Suits and weighted Kappa indexes. Theanalysis shows that, although in general the progressivity of the distributionhas increased, the geographical mapping of aid varies considerably dependingon the need under study (Education, Health, etc.) and the group being consideredas the recipient of that aid.
AB El objetivo de la erradicación de la pobreza perseguido por los Objetivosde Desarrollo del Milenio pasa inexorablemente por la cobertura de las NecesidadesSociales Básicas en los países en desarrollo. Este artículo analizasi la asignación de la ayuda en Servicios Sociales Básicos (SSB) se dirige a lospaíses con peores coberturas, a través de curvas de concentración, el índiceSuits y el índice Kappa ponderado. El análisis muestra que, si bien, en términosgenerales la progresividad del reparto ha incrementado, el mapa geográficode la ayuda varía considerablemente dependiendo de la necesidad estudiada(Educación, Salud, etc.) y del grupo considerado como receptor de la ayuda.
