T1 Servicios sociales y protección de la infancia en Andalucía

AB Con este trabajo tratamos de ofrecer una visión general de los acontecimientos más importantes que, desde una perspectiva histórico-social, han jalonado los orígenes y desarrollo del Sistema Público de Servicios Sociales en España. Para ello se recoge la concepción caritativa de índole privado que orientará la atención al necesitado en la Edad Media. El Renacimiento se alejará de estos planteamientos para establecer las bases que, más tarde, sustentarán la organización pública de esta atención en España. Sin embargo, será con la primera Constitución de 1812 cuando surgirán las primeras medidas de carácter público nacidas de Ayuntamientos y Diputaciones. Aunque las Leyes de Beneficencia de 1822 y 1849 impulsarán en gran medida este proceso, no se conseguirá su implantación definitiva hasta la aprobación de la Constitución Española de 1978 y la instauración del sistema democrático.
AB This article is a general vision of the most important events that, from a socio-historicperspective, have marked the origins and development of the Spanish Public System ofSocial Services. In chronological order, the private charity conception of the Middle Agehas been firstly described. Then in the Renaissance they will go away from this tendencies,and stablish the basis that will later support the public organization of social care in Spain.Nevertheless, the first public meassures coming from city and provincial councils arise onlywithin the first constitution in 1812. Although the Charity Laws of 1822 and 1849 will greatlyimprove this process, its final implementation will not be achieved until the aproval of theSpanish Constitution of 1978 and the return of the Democracy.
