T1 Modelo definitorio de desamparo infanto-juvenil : un instrumento para la planificación estratégica

AB La comunicación presenta un instrumento destinado a prevenir las situaciones de desamparo en la infancia y la correspondiente tutela por parte de los Servicios Sociales Especializados. Dicho modelo ha sido el resultado de una investigación llevada a cabo sobre 398 expedientes de protección de menores de Salamanca. Para poder comprender dicha realidad social, en primer lugar, y tras situar el desarrollo infantil dentro de las teorías ecológico-sistémicas, se parte de la distinción entre dos situaciones de desprotección: en riesgo y en desamparo. Esta reflexión conceptual nos introduce en la investigación teórico-empírica de este campo de la protección social, a la vez que nos permite caracterizar a la población salmantina incluida en este colectivo. Posteriormente nos situamos ante las características diferenciadoras de los diferentes tipos de protección, obteniendo finalmente, por medio de la regresión logística, un instrumento operativo eficaz para la atención de esta compleja problemática. El mismo nos permite identificar los indicadores sociofamiliares, ofreciendo de esta manera un perfil de los menores con posibilidades de encontrarse en una situación de desamparo. Este instrumento ofrece a los profesionales de los Servicios Sociales Básicos la posibilidad de incrementar la detección de familias posibles usuarias de la atención especializada y específica. Es una herramienta que nos va a permitir avanzar en la prevención, evitando la separación del menor de su entorno biológico. Finalmente planteamos una serie de propuestas de acción que entendemos pueden ayudar a mejorar la realidad de las familias en riesgo.
AB Our report offers an instrument which is destined to provide for the neglect and forsakesituations in the childhood and to provide for the guardianship of the specialized socialservices. Such model has been obtained of an investigation which we have made on 398official files of protection of minors of Salamanca.In order to understand this social reality, firstable, and after putting the developmentof the child into the ecological and systemic theories, we have distinguished between twounprotection situations: minors in risk and forsake minors. This conceptual revision is astep towards the theoretic and empiric investigation to the field of the social protection,at the same time as it allow us to characterize of the population of Salamanca includingin this group.Afterwards, we place in front of the dissimilar characteristics of the different types ofprotection. Finally, we obtaine, by means of the logistic regression, an operative instrumentwhich seems effective to answer this multifaceted problem. This instrument allow us toidentify the social and family indicators and to give a profile of these minors with posibilitiesto meet in a situation of forsake.This instrument gives the professionals of the Basic Social Services the posibility ofincrease the detection of the possible families user of a specialized and specific care. Thisis a medium which us to put forward the prevention of the neglect in the childhood, andit permit us to avoid the separation of the minor of its family environment. Finally, weraised a serie of action proposals that we understand can help to improve the realities ofthe families in risk
