T1 Profits from terror : the Basque Country case

AB El problema de convivencia instalado en la sociedad vasca no dejade ser una cuestión artificial. Nunca ha existido un enfrentamiento entre doscomunidades en el País Vasco. La violencia de ETA se antoja, cuando menos,gratuita y fuera de lugar: si bien es cierto que su origen puede localizarse enla lucha antifascista contra la dictadura franquista, no lo es menos que granparte de su actividad de terror ha sido llevada a cabo en tiempos de democracia. Las aspiraciones nacionalistas fueron acogidas sobradamente en elEstatuto de Autonomía, junto a los signos de identidad que el PNV hizo valer:bandera, himno y denominación territorial. Se dotó, asimismo, de medios decomunicación al gobierno vasco y se instituyó la convivencia lingüística entreel castellano y el euskera. El terrorismo vasco, por tanto, posee rasgos particularesdiferenciadores, pues es la única democracia en el mundo en la quelos atacados son los gobernados, no los gobernantes.
AB The problem concerning living together in vasque society is only an artificialissue. A confrontation has never existed between two communities in the Vasque Country.The violence of ETA is, at least, sample and out of place: if it is true that ETA’s origincan be localized in fighting against Franco dictatorship, it is also that the most of itsterrorist activity has been made in democracy times. The nationalist expectations werefully inserted in the Statute of Autonomy, along with the different signs of identity whichPNV makes aware: a flag, a national anthem and the name for the Country. Indeed,some mass media were given to the vasque Government, and the linguistic coexistencebetween Spanish and Vasque languages was stablished. The vasque terrorism, consequently,has simple and differential features, because the Vasque Country is the uniquedemocracy all over the world in which the people attacked are the ones governed, butnever those who governs.
