AB La Unión Europea (UE) es el principal financiador mundial de Ayuda Oficialal Desarrollo (AOD). La financiación bilateral de la ayuda europea es moderadamenteprogresiva, pero es discrecional, no respeta el compromiso internacionaldel 0,7 y es mejorable en términos de “justicia distributiva”. Este artículoanaliza la progresividad de la AOD de los 19 países de la UE que son donantesde la OCDE. Concebimos la AOD como un mecanismo fiscal que permite redistribuirel ingreso a escala global y proponemos un esquema progresivo capazde fortalecer los incentivos para el cumplimiento de los compromisos internacionalesde financiación de la AOD a través de una eficaz “presión entre pares”y un “contrato social” más creíble y justo entre los ciudadanos europeos
AB The European Union (EU) is the main world funder of Official DevelopmentAssistance (ODA). The financing of EU’s bilateral aid is moderately progressive,but it is discretional, it does not fulfil the 0,7% international aid target, and itis improvable in terms of “distributive justice”. This article analyses the ODAprogressiveness of the 19 EU countries that are OECD donors. We conceiveODA as a tax mechanism for redistributing income on a worldwide scale andwe propose a progressive scheme that will strengthen the incentives for fulfillingthe international commitments on ODA financing by means of an effective“peer pressure” and a more credible and fairer “social contract” between Europeancitizens
