T1 Las políticas de inserción : laboratorio de ensayo en lo social en una nueva regulación

AB Los años ochenta han puesto en el centro del debate unas políticas sociales reparadoras, rehabilitadoras y la lógica seleccionada es la inserción profesional, como vector de acceso en las diferentes dimensiones de la vida social. Los dispositivos que se diseñan lo hacen bajo la lógica del proyecto personal de la persona excluida, de donde nace el concepto de itinerario de inserción. Desde esta lógica amplia se puede favorecer la formación ciudadana, el conocimiento del entorno político y social, el conocimiento de los derechos y por supuesto también el aumento de la empleabilidad y la inserción social. A finales de los noventa con la aparición del Estado Social Activo, la lógica del proyecto individual ha ido aún más lejos. Las nuevas políticas de la Acción Social responsabilizan a la persona de su situación, haciendo que las prestaciones y algunos derechos sean sometidos a obligaciones de tipo contractual. Este modelo no es sólo individualista sino moralizador, pero responde perfectamente a la nueva configuración de las regulaciones sociales en el capitalismo actual.

Fromthis ample logic the citizen formation can be favored, the knowledge of the political andsocial surroundings, the knowledge of the rights and of course also the increase of theempleability and the social insertion.At the end of the nineties with the appearance of the active social state, the logic ofthe individual project has gone still more far. the new policies of the social action makeresponsible the person of their situation, causing that the benefits and some rights are putunder obligations of contractual type. this model is not only individualist but moralizer,but it responds perfectly to the new configuration of the social regulations in presentcapitalism
