T1 Women’s representation and the reconfiguration of the electoral system

AB Au Maroc comme ailleurs, la représentation de la femme au seindes assemblées élues peine à s’affirmer. Au-delà du débat classique centrésur la promotion culturelle de l’image féminine, il est temps que soit prêtéeune attention particulière à la reconfiguration du système électoral, commelevier indispensable à l’émancipation politique de la femme.Hésitant longtemps entre les manettes: juridique et culturelle, le décideur sedoit d’actionner en urgence la première, moyennant la mise en place d’unmode de scrutin aussi proportionnel que possible. Optant ainsi pour un découpage du territoire en grandes circonscriptions à magnitude élevée, réduisant austrict minimum le gaspillage des voix, maintenant le seuil à un niveau raisonnablement élevé, et décrétant l’usage des listes bloquées, le législateur garantiraitune présence féminine honorable sur l’arène de la compétition électorale
AB In Morocco, as elsewhere in the world, women’s representation inelected assemblies faces many challenges to assert itself. Beyond the classicdebate centered around the cultural promotion of the image of women, it istime that particular attention be paid to the reconfiguration of the electoral system as an essential lever for the political emancipation of women.Hesitating for a long time between the legal and cultural levers, decisionmakers must urgently activate the former through establishing a votingsystem that is as proportional as possible. By opting for a territorial divisionbased on large and high-magnitude constituencies, reducing the wastage ofvotes to a strict minimum, maintaining the threshold at a reasonably highlevel, and decreeing the use of closed lists, the legislator would ensure acommendable female presence in the arena of electoral competition
