AB O actual sistema de financiamento regional naEspanha, que teve o seu início em 2002, é o resultadode um acordo entre o Estado e todas asComunidades Autónomas e demonstra um desejode continuidade, tal como o comprova o facto deo mesmo ter tomado a forma de Lei e de ter umaduração ilimitada.Actualmente, contudo, está aberto um novo debateacerca da reforma do sistema, como consequênciatanto de aspectos intimamente relacionados com assuas características internas (tais como o aumento,de forma heterogénea, da população nas diferentesComunidades Autónomas), como de aspectosexternos, tais como a aprovação de novos EstatutosAutónomos, que podem afectar não apenas o financiamentodas mencionadas ComunidadesAutónomas, mas todo o sistema em si próprio.Em função disso, analisamos neste artigo oenquadramento constitucional do sistemaespanhol de financiamento autonómico eexpomos os princípios constitucionais queregulam esse financiamento.
AB The present system of regional financing in Spain,starting in 2002, is the product of an agreementbetween the State and all the ComunidadesAutónomas and shows a desire for permanence asthe fact of taking the form of a Law and establishingan indefinite duration corroborates.Currently, however, a new debate on the reform ofthe system is open as a consequence both ofevents closely connected to its own internalfeatures (such as the rise of population in a heterogeneousway in the different AutonomousCommunities) and of external events, such as theapproval of new Autonomous Statutes that canaffect not only the financing of the aforementionedAutonomous Communities but the wholesystem in itself.Due to this, in this article the constitutional frameof the Spanish system of autonomous financing isanalysed and the constitutional principlesgoverning that financing are exposed
