T2 Contribution of the social intervention’s into environmental governance : the case study of Québec

AB El Consejo regional del medio ambiente (CRE)1, organismono gubernamental (ONG) en Québec, constituyeuna plataforma de legitimación de prácticas de intervenciónsocial relacionadas con la protección y defensadel medio ambiente en un contexto de gobernanzacívica ambiental. La noción de gobernanza hace operativaa la teoría de la regulación e inspira el marco teóricode la investigación que propicia esta publicación;otro enfoque también considerado es el de los saberesde la acción. Se aplicó una metodología cualitativa detipo descriptiva utilizando los métodos de estudio decaso, análisis documental y entrevista. Se detecta nulapresencia de profesionales de la disciplina del trabajosocial en el CRE, aunque su participación sería muyvalorada por los interventores actuales, quienes pertenecena diversas disciplinas y en sus prácticas cotidianasfungen como interventores sociales. En cuantoa la participación de actores sociales, se identifica unamayor presencia del sector comunitario, dada su compatibilidadcon la misión del CRE. Existen también lasrelaciones de colaboración consensual o conflictual entreactores públicos, privados y comunitarios. En estecontexto, la intervención se presenta dentro de un modelode desarrollo local de la organización comunitaria,aunque algunas manifestaciones del modelo de acciónsocial también están presentes. Existen dieciséis CRE en la provincia de Québec, tresde ellos fueron objeto de la investigación que aquí sepresenta: Saguenay – Lac-Saint-Jean, Capital-Nacional2y Montreal.
AB The Regional Environmental Council (CRE), a nongovernmentalorganization in Québec, constitutes a platformto legitimize social intervention practices relatedto the protection and defense of the environment inthe context of civic environmental governance. Thenotion of governance is based here on the regulationtheory and inspires the theoretical framework of themaster research of this publication; the knowledgein-action is another approach also considered. A descriptivequalitative methodology, using a case study,document analysis and interviews, was used. There isno professional presence of social work’s discipline inthe CRE, even if the participation of these professionalswould be greatly valued by the actual professionalsof this intervention in the CRE, who belong to severaldisciplines and make social interventions in their dailypractices. Also, it identifies a greater involvement ofthe community sector given the empathy of this sectorwith the mission of this ONG. Consensual or conflictingcollaboration relationships between public, privateand community actors are also presented. In this context,the intervention takes place within a local-developmentmodel of community organization, althoughsome ways of social action model are also present.There are sixteen CRE in the province of Québec, threeof them were investigated in the research presentedhere: Saguenay – Lac-Saint-Jean, National Capital andMontreal.
