abstract = {En la primavera de 1976 la Secretaría General de Naciones Unidas mantenía abierta la necesidad de cumplir con las múltiples resoluciones de la Asamblea General y con el dictamen consultivo del Tribunal Internacional de Justicia de La Haya sobre el imperativo de garantizar al pueblo saharaui la oportunidad de expresar libremente y con garantías sus deseos para el futuro del territorio. En ese marco y con el objetivo de estudiar in situ las posibilidades reales de celebrar una consulta con garantías, un representante del Secretario General, el embajador permanente de Suecia, el diplomático Olof Rydbeck, se desplazó en dos ocasiones a la región encontrándose, chocando finalmente, con la actitud rotundamente negativa de Marruecos y Mauritania, que daban ya la consulta por efectuada y la doble anexión como una situación sin retorno.

In the spring of 1976, the Secretary General of the United Nations kept open the need to comply with the multiple resolutions of the General Assembly and with the advisory opinion of the International Court of Justice in The Hague on the imperative of guaranteeing the Saharawi people the opportunity to express freely and with guarantees their wishes for the future of the territory. Within this framework and with the aim of studying in situ the real possibilities of holding a consultation with guarantees, a representative of the Secretary General, the permanent ambassador of Sweden, the diplomat Olof Rydbeck, moved twice to the region, finally clashing with the obstructionist attitude of Morocco and Mauritania, which already considered the consultation completed and the double annexation as a situation with no return.},
