AB This article aims to show the changes and potential consequences in theeconomic relations between the EU and Southern Africa, that the EconomicPartnership Agreements (EPAs) scheme is promoting. The main arguments forchanging the previous model, and for the deployment of a new discourse andpractice by the EU, clash with the approaches and proposals of some governmentsin Southern Africa, and also with the views of many scholars. Therefore,it is pertinent to ask to what extent can EPAs be really developmental inSouthern Africa and coherent with the rhetoric of partnership and promotionof development by the EU in this region and the whole continent.
AB Este artículo quiere mostrar los cambios producidos y las consecuenciaspotenciales en las relaciones económicas entre la UE y África Austral comoconsecuencia de los Acuerdos de Asociación Económica (AAE). Los principalesargumentos para la transformación del modelo anterior, y el nuevo discurso ypráctica de la UE, chocan con los enfoques y propuestas de diversos gobiernosde África Austral, así como de muchos académicos de dentro y fuera dela región. De este modo, parece pertinente preguntarse hasta qué punto losAAE pueden realmente ser un instrumento de desarrollo en África Austral, ycoherentes con la retórica de la UE en torno al partenariado y la promoción deldesarrollo en la región y en el conjunto del continente africano.
