T1 Immigration and education for diversity in the European Union

AB Ante la creciente incorporación del alumnadoinmigrante a los distintos sistemas educativos dela Unión Europea, los centros escolares europeosdeben tener presente en su gestión que, en ellos, seencuentran estudiantes procedentes de diferentesculturas, y tienen que integrarse en un marco deconvivencia común, experimentando la diversidad nocomo un obstáculo sino como un enriquecimiento.El Consejo de Europa se ha decantado por llevar acabo una política de integración de los inmigrantes,con el objetivo de otorgarles derechos y deberesequiparables a los de los ciudadanos autóctonos de laUE. Esta política tendría que comprender el ámbito dela educación y la formación lingüística, concediéndoleespecial importancia a la mejora de las medidas deintegración y al diálogo intercultural.Los estados tienen la obligación de facilitar alos estudiantes de origen inmigrante el acceso alsistema educativo en unas condiciones similares alas que tienen los autóctonos. La relativa ausenciao la presentación distorsionada de los migrantesen los planes de estudios, en los libros de texto y/omateriales escolares perjudican a la propia imageny autoestima de los estudiantes foráneos, afectandonegativamente a sus posibilidades de éxito en laescuela. Se deberían incorporar elementos y símbolosde las culturas de origen en la vida escolar, en elcurrículo, los manuales, el material escolar... amén decontar con recursos financieros adicionales.
AB With the increasing integration of immigrantstudents to different educational systems in theEuropean Union, European schools should keepin mind in their managing systems that there arestudents from different cultures, which have to beintegrated into a common framework of coexistenceand face the diversity not as an obstacle but as anenrichment.The Council of Europe has opted to carry out apolicy of integration of immigrants, with the objectiveof providing rights and obligations comparableto those of EU citizens. This policy would have tounderstand the education and language training,giving particular importance to the improvement ofmeasures of integration and intercultural dialogue.States have the obligation to provide immigrantchildren access to the educational system underconditions similar to those of nationals. Integrationinto the host country’s culture is one of the functionsof school systems. The relative absence or distortedpresentation of migrants in the curriculum, intextbooks and school supplies hurts the self-imageand self esteem of foreign students, adverselyaffecting their chances of success in school. It shouldincorporate elements and symbols of the culturesof origin in school life in the curriculum, textbooksand school material, in addition to having additionalfinancial resources.
