T1 Spain in the OECD: advances towards the Welfare State

AB Este artículo analiza la contribución de la OCDE a la configuración delEstado de Bienestar en España. El primer epígrafe plantea los temas objeto deestudio. El segundo aborda las diferencias entre el método de funcionamientode la OCDE y el de los principales organismos internacionales. El tercer epígrafepropone una aproximación al análisis de la influencia de la OCDE sobreEspaña, destacando las variables que mayor impacto ejercen sobre el Estadode Bienestar (desempleo, sanidad, pensiones, dependencia y educación), asícomo el marco general de la política económica y social, y de la política deayuda al desarrollo. El cuarto epígrafe se centra en la evolución de la OCDE yen el impacto de sus recomendaciones sobre las políticas sociales en España.Finalmente, se enfatiza el deslizamiento de la OCDE hacia el paradigmaneoliberal, por lo que sus mecanismos de evaluación (inter-pares), su influenciasobre los países miembros y su visión del actual proceso de globalización soncada vez más similares a las del resto de organismos internacionales
AB This paper analyses the contribution of the OECD to the establishmentof the Welfare State in Spain. The first section sets out the main issues understudy. The second section addresses the differences between the OECD’smethod of operation and that of other major international organisations. Thethird section proposes an approach to the analysis of the OECD’s influence onSpain, highlighting the variables that exert the greatest impact on the WelfareState (unemployment, health, pensions, dependence and education), as wellas the general framework of economic and social policy, and of the policy ofdevelopment aid. The fourth section focuses on the evolution of the OECDand on the impact of its recommendations on social policies in Spain. Thefinal section emphasises the landslide of the OECD towards the neo-liberalparadigm, which is why its peer review processes, as well as its influence onmember countries and the vision of the ongoing process of globalisation areincreasingly similar to those of other international organisations.
