T1 Terrorismo y antiterrorismo como estrategias político-militares

AB El terrorismo es una estrategia político-militar racional, dirigida a obtener logros políticos a través del uso de la fuerza armada. Sin embargo, se trata de una estrategia que, por regla general, está abocada al fracaso, a causa de sus limitaciones. Debido a ello, es preciso poner en cuestión la relación (que se pretende íntima) entre la amenaza real constituida por el terrorismo y las estrategias antiterroris-tas predominantemente “securitarias” puestas en práctica por los Estados. Estas estrategias resultan du-dosamente eficaces y nada eficientes, y solo pueden explicarse por razones políticas espurias, no por necesidades  político-criminales  reales.  Así,  una  estrategia  antiterrorista  alternativa  es  no  solo  posible,  sino también más efectiva (además de moralmente más justificable)
AB Terrorism is a rational political and military strategy, aimed at obtaining political achievements through the use of armed force. However, it is a strategy that, as a rule, is doomed to failure, because of its limitations. Because of this, it is necessary to question the relationship (which is intended to be intimate) bet-ween the real threat constituted by terrorism and the predominantly security-oriented counterterrorism stra-tegies put into practice by the states. These strategies are dubiously effective and inefficient, and can only be explained by spurious political reasons, not by actual penal objectives. Thus, an alternative counterterrorist strategy is not only possible, but would also be more effective (and morally more justifiable)
