T1 Intervención social con inmigrantes : reflexiones previas a una política de integración

AB La creciente afluencia de inmigrantes extranjeros hacia España, así como sus características y la difusión del fenómeno a través de los medios de comunicación, ha propiciado que la inmigración se convierta en un asunto de gran relevancia para la sociedad Epañola. Ante ello, el Gobierno y las Administraciones Públicas han ido elaborando diferentes respuestas y propuestas de actuación, las cuales han variado tanto en función de los cambios producidos en el propio fenómeno como de la orientación política dominante. Estas respuestas se engloban en lo que se denomina <Política de inmigración>. El artículo repasa las actuaciones principales del Gobierno español desde el año 1985 hasta la actualidad, estableciendo las diferencias entre lo que es una política de control de flujos y una política de integración. Si la política de control de flujos ha sido profusamente desarrrollada, no ocurre lo mismo con la política de integración de los inmigrantes en la sociedad española. Ante el reto de abordar y diseñar una política de integración coherente, el artículo pone de releve la necesidad de reflexionar previamente sobre la manera en que se debería llevarse a cabo este proyecto.
AB The growing flows of foreign immigrants toward Spain, as well as their characteristics and the diffusion of the phenomenonthrough the media, it has sponsored that the immigration is converted into a matter of great relevancy for the Spanishsociety. The Government and the public Administrations have gone elaborating different performance proposals, those thathave varied in function of the changes produced in the own phenomenon and of the dominant political direction. Theseanswers are included in what is designated «Political of Immigration». The article scans the principal performances of theSpanish Government from the year 1985 until the present time, to establishing the differences between what is a policy ofcontrol of flows and an integration policy. In the policy of control of flows has been profusely developed, it doesn’t occurthe same with the integration policy of the immigrants in the Spanish society. The article point out the need of to thinkpreviously on the way in which would have to carry out the process of the design of a coherent political of integration.
