Abstract
En el presente trabajo realizamos un análisis
crítico y diacrónico sobre las diferencias observadas
en cuanto a normativas de protección y modelos
de gestión emprendidos por las administraciones
competentes en las últimas cuatro décadas en
el tratamiento de los valores patrimoniales que
convergen en la isla de Saltés. Diferencias que han
derivado en la subordinación efectiva a todos los
niveles del Patrimonio Cultural en su conjunto
al Patrimonio Natural y, como consecuencia,
en el abandono generalizado del yacimiento
arqueológico de Medina Shaltîsh como máximo
exponente cultural de dichos valores. Establecemos
las pautas que consideramos han de llevarse a
cabo para revertir el desequilibrio detectado en el
tratamiento y gestión de ambos patrimonios y, con
ello, las directrices a seguir para el emprendimiento
definitivo de verdaderas políticas activas de gestión
que fomenten la investigación, conservación, puesta
en valor y difusión social de los valores culturales de
la ciudad andalusí de la Ría de Huelva, según las
conclusiones aportadas en nuestra tesis doctoral.
In this paper we carry out a critical and diachronic analysis of the differences observed in terms of protection regulations and management models undertaken by the competent administrations in the last four decades in the treatment of the heritage values that converge on the island os Saltés. These differences have led to the effective subordination of the Cultural Heritage as a whole to the Natural Heritage at all levels and, as a consequence, to the widespread abandonment of the archaeological site of Medina Shaltîsh as the greatest cultural exponent of these values. We establish the guidelines that we consider must be carried out to reverse the imbalance detected in the treatment and management of both heritages and, whit it, the guidelines to be followed for the definitive undertaking of true active management policies that promote the research, conservation, enhancement and social dissemination of the cultural values of the Andalusian city of the Ría de Hueva, according to the conclusions provided in our doctoral thesis.
