En busca del esquivo desarrollo regional : el plan estratégico del Andévalo Occidental

Abstract

La reestructuración del sistema productivo y el fenómeno de la globalización hicieron creer en un proceso de desterritorialización en aumento, orientado por la lógica de la acumulación capitalista. La planificación encuentra serios retos al tratar de articular la dinámica global con conceptos como región, fertilidad territorial, crecimiento económico, sostenibilidad ambiental, equidad y lealtad al lugar. El Plan Estratégico de Desarrollo para el Andévalo Occidental pretende orientar el desarrollo de uno de los espacios más deprimidos y periféricos de Europa, que se extiende por 16 municipios de la provincia de Huelva, con 265.100 hectáreas y más de 42.000 habitantes.The restructuring of the productive system and the phenomenon of the globalization, lea- ded us to think that a process of territorial adjustment, which was guided by logics of the capitalistic accumulation, would increase.
