Abstract
El estallido de la guerra ruso-ucraniana fue un shock inesperado que provocó tanta agitación
que representó un punto de inflexión histórico en varios campos. Hay quienes suponen que
el 24 de febrero de 2022 marca simbólicamente el final del ciclo político, que duró treinta
años, en los que parecíamos haber dejado atrás la época de la guerra caliente en Europa.
Algunos perciben esto como una regresión en la evolución en la que, a pesar de los esfuerzos
diplomáticos, evitar un conflicto armado ha resultado inalcanzable. En el viejo continente se
ha producido una reaparición de «políticas de poder» que han provocado lo que podríamos
tildar de «giro tectónico en la historia europea». Esta aportación analiza las diversas estructuras
complejas que entran en juego en el tablero europeo, y que han de empezar en la propia
complejidad del entramado de la UE, no solo de difícil comprensión para otras naciones, sino
para los mismos ciudadanos del viejo continente.
The outbreak of the Russian-Ukrainian war was an unexpected shock that caused so much upheaval that it represented a historic turning point in several fields. There are those who assume that February 24, 2022 symbolically marks the end of the political cycle, which lasted thirty years, in which we seemed to have left behind the era of the hot war in Europe. Some perceive this as a regression in evolution in which, despite diplomatic efforts, avoiding armed conflict has proven unattainable. In the old continent there has been a reappearance of “power politics” that has caused what we could call a “tectonic shift in European history.” This contribution analyzes the various complex structures that come into play on the European board, and that must begin according to the very complexity of the EU framework, not only difficult to understand for other nations, but for the citizens of the old continent themselves.
