Medición del hambre : el índice global categorizado

Abstract

La correcta medición del hambre es clave para orientar las políticas adecuadas que ayuden a su erradicación. Es importante diseñar medidas que contribuyan a alcanzar dicha finalidad y que permitan el establecimiento de prioridades por parte de los organismos competentes, tanto nacionales como supranacionales. En este trabajo se diseña un índice para medir la incidencia del hambre con la misma información que la utilizada por el Índice Global del Hambre (IGH). El índice propuesto categoriza previamente cada uno de los indicadores estadísticos del IGH según su pertenencia a uno de los cinco niveles en los que dicho índice clasifica la intensidad del hambre, penalizando la pertenencia a las categorías de mayor intensidad. Esta categorización es su principal novedad, al aceptar que la realidad del hambre es lo suficientemente importante como para enfatizar la peor de las situaciones reveladas por los tres indicadores individuales que lo definen.The correct measure of the hunger is a key for orientating the suitable policies for its eradication. It is important to design measures that help to reach this purpose. That allows the establishment of priorities by the competent, national and international, organisms. A global index for the measurement of the hunger is presented in this work. The index uses the same information as the Global Index of the Hunger (IGH). Nevertheless, the proposed index is based in a different concept. The countries have been previously categorized attending to the belonging of each one of the three statistical indicators of the IGH in one of the five levels in which the hunger intensity classifies, penalizing the belonging to the categories of major intensity of hunger. This categorization is its principal innovation, accepting that the reality of the hunger is important enough to emphasize the worst of the situations revealed by the three individual indicators that define the index.
