Abstract
Teniendo como objetivo identificar los recursos y potencialidades locales, frente a la
recurrente desvertebración y periferismo geográfico y socioeconómico de la frontera hispanoportuguesa,el estudio trata de entender si el sector luso-andaluz atiende al paradigma de integración territorial y a una nueva organización espacial. Se analizaron los sistemas territorial y productivo del escenario regional Huelva-Algarve-Baixo Alentejo, y, a escala local, del Bajo Guadiana. Los resultados evidencian desigualdad económica, asimetría territorial, factores de desarrollo contrapuestos y una desvertebración interna, sin que se vislumbre una identidad y especialización que ayude al marketing territorial. No obstante, la síntesis obtenida converge en un proyecto de construcción regional, cuyas claves son: (i) minimizar los efectos de los sistemas demográfico y urbano-relacional; (ii) la adecuación de la funcionalidad de la frontera
y de los usos del territorio a una lógica glocalizadora; y (iii) Las nuevas dinámicas en la frontera y su conducción a la uniformización de las prácticas económicas.
Having as an objective to identify the local resources and potentialities, against the persistent dislocation and geographical and socioeconomic marginality of the Spanish-Portuguese border, the study seeks to understand if the Luso-Andalusian sector serves as the territorial integration paradigm and as a new spatial organization. W e ha ve analyzed the territorial and productive systems of the regional scenario Huelva-Algarve-Baixo Alentejo, and, locally, the Lower Guadiana. The results demonstrate economic inequality, territorial asymmetry, opposed factors of development and an internal dislocation, without any sign of identity and specialization to help the territorial marketing. Nevertheless, the obtained synthesis converges in a regional construction project, whose keys are: (i) to minimize the effects of population and urbanrelational systems; (ii) the adequacy of the functionality of the border and land uses in a glocal logic, and (iii) the new dynamics at the border and its conduction to the standardization of economic practices.
