Abstract
El turismo se ha convertido en los albores del tercer milenio en una de los primeros rubros del comercio internacional, con más de 635 millones de llegadas que supusieron unos ingresos por turismo de 439.393 millones de dólares. Europa sigue siendo el destino más atractivo, con 381 millones de llegadas beneficiándose de 220.494 millones de dólares. Los paises más visitados en 1999 fueron Francia con 71 millones y España con 52. En este contexto, el suroeste Peninsular, presenta condicionantes naturales y humanos de alto valor estratégico para el desarrollo turístico y constituye el destino de cerca del 1% de los turistas del mundo y en torno al 0,5% de los ingresos. Ello supone una actividad emergente, que atiende a una población flotante seis veces más numerosa que la residente, y ha ocasionado profundas transformaciones económicas, sociales y territoriales de alto interés para la Unión Europea.

At the dawn of the third millennium, tourism has become one of the leading sectors of international trade, with more than 635 million arrivals generating tourism revenues of US$439.393 billion. Europe remains the most attractive destination, with 381 million arrivals generating US$220.494 billion. The most visited countries in 1999 were France with 71 million and Spain with 52 million. In this context, the south-west of the peninsula has natural and human conditions of high strategic value for tourism development and is the destination for around 1% of the world's tourists and around 0.5% of revenue. This represents an emerging activity, which serves a floating population six times larger than the resident population, and has led to profound economic, social and territorial transformations of great interest to the European Union.
