Abstract
El Real Decreto-ley 7/2018, de 27 de julio, sobre el acceso universal al Sis tema Nacional de Salud, supone un cambio radical en lo que se refiere al
derecho a la asistencia sanitaria. El acceso al Sistema Nacional de Salud en
condiciones de equidad y de universalidad es un derecho primordial de toda
persona. La garantía del ejercicio de este derecho y la protección efectiva de
la salud de la ciudadanía cobra aún mayor importancia cuando quienes se
ven privados de una asistencia sanitaria normalizada son colectivos de una
especial vulnerabilidad, amenazados por la exclusión social, como es el caso
de la población extranjera no registrada ni autorizada a residir en España. La
reforma que instauró el ya derogado Real Decreto-ley de 2012, desvirtuó el
derecho a la protección de la salud al anular su vocación universal y eliminar
la titularidad del derecho establecida.
Royal Decree-Law 7/2018, of July 27, on universal access to the National Health System, represents a radical change in regard to the right to health care. Access to the National Health System in conditions of equity and univer sality is a fundamental right of every person. The guarantee of the exercise of this right and the effective protection of the health of the citizenry becomes even more important when those who are deprived of standardized health care are groups of special vulnerability, threatened by social exclusion, as is the case of the foreign population not registered or authorized to reside in Spain. The reform that established the already repealed Royal Decree-Law of 2012, distorted the right to health protection by annulling its universal voca tion and eliminating the ownership of the established right
