Abstract
Ante la creciente incorporación del alumnado
inmigrante a los distintos sistemas educativos de
la Unión Europea, los centros escolares europeos
deben tener presente en su gestión que, en ellos, se
encuentran estudiantes procedentes de diferentes
culturas, y tienen que integrarse en un marco de
convivencia común, experimentando la diversidad no
como un obstáculo sino como un enriquecimiento.
El Consejo de Europa se ha decantado por llevar a
cabo una política de integración de los inmigrantes,
con el objetivo de otorgarles derechos y deberes
equiparables a los de los ciudadanos autóctonos de la
UE. Esta política tendría que comprender el ámbito de
la educación y la formación lingüística, concediéndole
especial importancia a la mejora de las medidas de
integración y al diálogo intercultural.
Los estados tienen la obligación de facilitar a
los estudiantes de origen inmigrante el acceso al
sistema educativo en unas condiciones similares a
las que tienen los autóctonos. La relativa ausencia
o la presentación distorsionada de los migrantes
en los planes de estudios, en los libros de texto y/o
materiales escolares perjudican a la propia imagen
y autoestima de los estudiantes foráneos, afectando
negativamente a sus posibilidades de éxito en la
escuela. Se deberían incorporar elementos y símbolos
de las culturas de origen en la vida escolar, en el
currículo, los manuales, el material escolar... amén de
contar con recursos financieros adicionales.
With the increasing integration of immigrant students to different educational systems in the European Union, European schools should keep in mind in their managing systems that there are students from different cultures, which have to be integrated into a common framework of coexistence and face the diversity not as an obstacle but as an enrichment. The Council of Europe has opted to carry out a policy of integration of immigrants, with the objective of providing rights and obligations comparable to those of EU citizens. This policy would have to understand the education and language training, giving particular importance to the improvement of measures of integration and intercultural dialogue. States have the obligation to provide immigrant children access to the educational system under conditions similar to those of nationals. Integration into the host country’s culture is one of the functions of school systems. The relative absence or distorted presentation of migrants in the curriculum, in textbooks and school supplies hurts the self-image and self esteem of foreign students, adversely affecting their chances of success in school. It should incorporate elements and symbols of the cultures of origin in school life in the curriculum, textbooks and school material, in addition to having additional financial resources.
