The UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage: a critical análisis

Abstract

This article presents a critical analysis of the actions carried out by United Nations Educational, Scientific and Cultural Organization (UNESCO) to safeguard what is considered to be ‘intangible cultural heritage of humanity’. These actions have been implemented under the aegis of its international convention adopted in 2003: the Convention for the Safeguarding of the Intangible Cultural Heritage. However, there have been significant difficulties in implementing the principles set out in this document and the objectives they were intended to achieve. We have examined the effectiveness of UNESCO’s policies and management by way of a qualitative and quantitative study of the functioning of the Convention’s management bodies and the intangible heritage inscribed on the Lists (number and distribution by lists, countries and economic and demographic weight). The main focus of our analysis is to assess the democratic functioning of the Convention and the universality of the intangible heritage inscribed by UNESCO.

Este artículo presenta un análisis crítico de las acciones llevadas a cabo por la Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura (UNESCO) para salvaguardar lo que se considera "patrimonio cultural inmaterial de la humanidad". Estas acciones se han llevado a cabo bajo los auspicios de su convención internacional adoptada en 2003: la Convención para la Salvaguardia del Patrimonio Cultural Inmaterial. Sin embargo, ha habido importantes dificultades para aplicar los principios establecidos en este documento y los objetivos que se pretendían alcanzar. Hemos examinado la eficacia de las políticas y la gestión de la UNESCO mediante un estudio cualitativo y cuantitativo del funcionamiento de los órganos de gestión de la Convención y del patrimonio inmaterial inscrito en las Listas (número y distribución por listas, países y peso económico y demográfico). El objetivo principal de nuestro análisis es evaluar el funcionamiento democrático de la Convención y la universalidad del patrimonio inmaterial inscrito por la UNESCO.
